* Count of new members does not include representatives from the 115th Congress who were appointed to their seats or won special elections. In Pennsylvania, redistricting created four districts with no incumbents, which were won by candidates who had not previously served in Congress. Winners of these four contests were included in our count. The redistricting also created three districts that pitted candidates who were previously incumbents. These three were not included in our count of newcomers.
