Accessory Dwelling Unit Project to move
Previous location to be looked at for 'a more impactful affordable housing community'
SEASIDE >> The Seaside City Council approved the recommendations from city staff to relocate its Accessory Dwelling Unit Demonstration Project to another location at its meeting on Thursday in order to take advantage of a newly acquired parcel with easier accessibility for the public.
The demonstration project will be moved from its current site at 1372 and 1380 Canyon Del Rey Blvd. to 956 Hilby Ave. on land the city purchased in July for $ 450,000. The city also owns the Canyon Del Rey Boulevard parcels where two small houses already sit, along with neighboring vacant parcels.
“The Canyon Del Rey Boulevard site is part of six contiguous parcels owned by the city of Seaside,” said Ben Nurse, Seaside’s housing program manager. “The city manager and staff see potential for a more impactful affordable housing community at this location. Concepts for this location will be considered later.”
The new Accessory Dwelling Unit Demonstration Project site on Hi lb yA venue is a 7,405- square- foot lot with a two- bedroom, one- bathroom structure on it and is located near the Oldemeyer Center at 986 Hilby Ave.
The new parcel is zoned medium density residential and would allow for three units to occupy the lot. The plan is to have city public works staff perform minor renovations to the existing structure such as paint and cabinet replacement, according to Nurse, then add two more units to the lot — the sitebuilt accessory dwelling unit based on the pre-approved ADU plans available for free from the city, and one prefabricated unit. The newly-renovated house will be leased to low-income Seaside residents.
“The city staff views these potential changes as an opportunity to refocus the (Accessory Dwelling Unit) Demonstration Project on the comparison of two construction types, sitebuilt and prefab, and to place the demonstration site near the Oldemeyer Center, at a location that may be convenient for Seaside residents to visit,” said Nurse.
The original plan for the Canyon Del Rey parcels wast orenovate two existing houses, construct a site-built accessory dwelling unit behind one house and install a prefab unit behind the other.
Two requests for proposals were issued in November, one to renovate the existing houses at 1372 and 1380 Canyon Del Rey Blvd., and to construct the sitebuilt unit behind the house at 1380 Canyon Del Rey Blvd. The other request for proposals was to find a modular home manufacturer for the prefab unit.
The city found it would cost more to rehabilitate the existing homes on Canyon Del Rey Boulevard than to install new energ y- ef f icient manufactured homes on the sites. It was determined it would be best to relocate the Accessor y Dwelling Unit Demonstration Project site to 956 Hilby Ave., and re- advertise the demonstration project as two new requests for proposals to construct the site- built unit and to design and deliver one prefab unit.
Nurse said that now that the City Council has approved the changes, the two requests for proposals can be released within
one week and allow three weeks to receive bids.
