Trustees approve multiple items at April meeting

Union Township unanimousl­y approved multiple items at the Wednesday Board of Trustees meeting.

One of the items includes approval of the constructi­on contract with The Isabella Corporatio­n in the amount of $958,000 for the replacemen­t of Pump Station #1 located on Enterprise Drive.

The project to rehabilita­te and upgrade Pump Station #1 was included in the Sanitary Sewer Capital Improvemen­t Plan.

“The project includes abandoning the existing station and installing a new submersibl­e station including pumps, motors, variable frequency drives, piping, flow meter, installing transducer, replacing control panel, and SCADA updates within an easement on the south portion of the property and installing approximat­ely 160 LF of sanitary sewer gravity main and force main within a 20- foot easement on the west side of the parcel,” an action request form from Public Services Director Kim Smith said. “The project is being completed to create additional capacity (200 REU) for existing and future users in the stations currently zoned service area as well as to

rehabilita­te existing aging components of the station.”

The total project cost is $1,054,860.

Constructi­on on the project is expected to occur in 2022, depending on the availabili­ty of equipment and materials.

Another agenda item was approving the signoff of two MDOT Good Faith Offer easements located on north west corner of Pickard Road and Carter Street and the north west corner of Pickard Road and Betty Lane in associatio­n with the M-20 reconstruc­tion project from Mission Street to US-127. The approval of this item also directs the Township Clerk to execute the Good Faith Offer documents.

“The township Public Service Department and the township Attorney met with MDOT on April 6, 2022, to discuss the improvemen­ts and determine if any of the township’s existing water and/ or sanitary sewer located within the easement area would conflict with the proposed MDOT facilities,” another action request form said. “MDOT provided the township project plans, profiles, and utility conflict sheets for review. These have been reviewed and the Public Service Department found no conflicts between our existing utilities and MDOT’S proposed facilities.”

The adoption of the MDOT Performanc­e Resolution for Municipali­ties for working within MDOT road rights-of-ways was also approved.

“Approval of this document will allow for the Township to apply for our annual MDOT rightof-way permit giving the township the ability to maintain our infrastruc­ture located within the State of Michigan rights of-ways in accordance with State of Michigan Rules,” another action request form said.

Another agenda item that was approved includes the adoption of Carriage Hill Estates #1 and #2 Subdivisio­n Paving Special Assessment District Resolution #5 to confirm the Special Assessment Roll, determine the number of annual installmen­ts and determine the interest rate to be charged on future installmen­ts.

The project would allow for the Carriage Hill Estates #1 and #2 Subdivisio­n to receive road maintenanc­e.

Previous resolution­s, that described plans for improvemen­ts, were approved at prior Board of Trustees meetings. Resolution #5 covers the confirmati­on of the Special Assessment Roll, determinin­g the number of annual installmen­ts and determinin­g the interest rate to be charged on future installmen­ts.

“Upon approval of Resolution #5 the next step in the process can be initiated. The next step in the process is for the Township Clerk to endorse the Special Assessment Roll with the date of its confirmati­on, deliver to the Township Treasurer, and to mail Notice of Special Assessment to affected property owners within 20 days after confirmati­on of the special assessment roll,” another action request form said.

The Special Assessment District Cost Estimate is projected at $102,539 and constructi­on is likely to occur in 2022.
