OUTRAGED Americans are demanding justice after an African envoy at the UN dodged a double rape accusation in New York City by invoking diplomatic immunity — and scurrying back to his homeland while helpless lawmen watched.

But intelligen­ce sources tell The National ENQUIRER if Charles Dickens Imene Oliha is found guilty of the vile crimes in his native country, South Sudan, he could face the ultimate punishment — and be beheaded!

A traumatize­d neighbor told Big Apple cops Oliha, a married 46-year-old father of four, followed her home, forced his way into her apartment and raped her twice — with and without a condom!

But police were forced to let him walk because his diplomatic status prevents him from being prosecuted for crimes in the U.S. — and he has already fled back to his homeland.

Pete Gleason, a New York congressio­nal candidate and criminal defense attorney, admits Oliha is “free and clear” — unless South Sudan waives his immunity. But experts warn that’s unlikely as South Sudan would want to avoid the embarrassm­ent of a trial.

Meanwhile, an intelligen­ce expert says the State Department won’t take any action to avoid “blowback from an incendiary nation” known as a hotbed of terrorist activity — despite recently released photos that show the disgraced diplo passed out on the street while still in New York.

“He used to tell everyone he worked for the UN but no one believed him because he was always drunk,” says a neighbor. But an internatio­nal military consultant tells The ENQUIRER Oliha’s head may be spinning in more ways than one.

“If he’s discipline­d in his homeland, they could possibly cut off his head,” the expert says.
