Lamont ‘strongly inclined’ to place city under MARB Tier IV

- By Brian Zahn

WEST HAVEN — Gov. Ned Lamont said he is “strongly inclined” to escalate West Haven to Tier IV oversight under the Municipal Accountability Review Board — giving the Office of Policy and Management the highest level of control over the city’s finances allowable under state statute.

On April 14, the MARB — a state board tasked with providing oversight to financially distressed municipalities — voted to move West Haven to its highest tier following an audit report claiming that roughly $900,000 in expenditures of a $1.15 million federal grant for pandemic relief was either misspent or lacked documentation. The report came months after the arrest of two City Hall employees
