Flying to the rescue
GOV. CUOMO announced that the state is taking over major rehabilitation projects at LaGuardia and Kennedy airports from the Port Authority of New York and New Jersey.
The move is designed to speed the rebuilding process by circumventing the bureaucracy of the bistate Port Authority.
New Jersey Gov. Chris Christie, who controls the Port Authority along with Cuomo, is said to have signed off on the deal.

FORMER NYPD Commissioner Raymond Kelly will be an unpaid special adviser as the state university creates a college focused on emergency prepardness, homeland security and cybersecurity.
Cuomo’s announcement was met with boos from at least one lawmaker — state Sen. Kevin Parker (D-Brooklyn).
But Mayor de Blasio praised the pick as a great choice. “In terms of this particular work, he has a lot to offer,” de Blasio said.

Teen-offender break
CUOMO called for modernizing New York’s juvenile justice laws to raise the age at which youths can be treated as adults.
New York is one of only two states that allow teens as young as 16 to be charged as grownups, and nearly 40,000 16- and 17-year-olds in New York had their cases han- dled in Criminal Court in 2012.
“It is not right, it is not fair,” Cuomo said. An administration of f icial said the goal is to raise the age to18.

Met-North to Penn
THE GOVERNOR committed to the Penn Station Access project — which would create four new commuter rail stations in the Bronx and allow MetroNorth to expand into Penn Station.
The project is expected to benefit thousands of New Haven Line commuters and residents i n the East Bronx, where the MTA will build stops at Coop City, Morris Park, Parkchester and Hunts Point.
Cuomo didn’t give a completion date.
