A NASSAU COUNTY woman is planning to use Lotto winnings to repair a home damaged by Hurricane Sandy.

Longtime friends Randi Bernstein, 63, and Elizabeth Kelly, 56, both of Lido Beach, won $8.3 million (a $1.8 million lumpsum payment each after taxes).

The friends, who plan to share the profits, matched all six numbers of the drawing on March 18.

Bernstein, a mother of two, said she’s going to use the money to pay for property damage caused by Sandy.

“Things have been rather difficult between Sandy and personal things, so it's very lifealteri­ng,” she said.

Bernstein bought four sets of Lotto Quick Picks at Rip’s Cards & Things in Oceanside. The winning numbers for the March 18 drawing were 1, 3, 20, 27, 30 and 49.

In Jamaica, Queens, Anokye Kwaku, 74, won on a $10 Set for Life scratchoff ticket he bought from Guru Hari Stationers.

The father of two chose to receive the cash value of the $5,000 a week for life prize, lottery officials said.

He received a ceremonial check Wednesday. WHEN IS A theft not a theft? When the suspect has diplomatic immunity, of course.

The wife of an Azerbaijan­i diplomat walked away scot-free after stealing merchandis­e from a Bronx department store, police sources said.

A security guard at Marshalls on W. 225th St. in Kingsbridg­e caught Mehriban Jabrayilov trying to leave the store just past noon on Tuesday with $188.88 worth of items in a bag stuffed into the bottom of a baby stroller, the sources said.

Jabrayilov, 29, claimed — and police verified — that she has diplomatic immunity because she is married to Azerbaijan’s First Secretary Farid Jabrayilov. Diplomatic immunity typically extends to spouses.

The feds can seek a waiver of immunity to allow for prosecutio­n, though that’s usually reserved for more serious crimes.

Mehriban Jabrayilov couldn’t be reached, but her 32-year-old husband initially claimed it was all a lie.

“This did not happen,” he told the Daily News.

When pressed, he added, “Sorry, but I did not know about this.”
