Florence T. Frazer is a founding partner of Frazer & Feldman, L.L.P., a firm concentrating on the representation of public school boards of education. With over 25 years’ experience in public sector labor law, including service as Assistant Director of the Governor’s Office of Employee Relations, she has negotiated hundreds of collective bargaining agreements. Laura A. Ferrugiari became a partner in 2005. Laura handles special education matters, impartial hearings and appeals, attends Section 504 and CSE meetings, student discipline and manifestation determination hearings. Christie R. Jacobson became a partner in 2018.

Christie handles appeals to the Commissioner of Education on matters including residency, homelessness, student discipline, transportation and interpretation of the Education Law.

Abigail A. Hoglund-Shen became associated with the firm in 2018. During the COVID-19 pandemic, Abigail has regularly advised clients on the Families First Coronavirus Response Act, New York COVID-19 Paid Sick Leave, and Executive Orders involving New York’s COVID-19 Travel Advisory. She has successfully handled appeals to the Commissioner of Education involving student immunization, homelessness, and residency. Abigail currently serves as Vice Chair of the Nassau County Bar Association’s Education Law Committee.
