- Kirstan Conley

ALBANY — “Worst of the worst” criminals like escaped killers Richard Matt and David Sweat would be barred from “honor programs” that let them interact with civilian workers under a proposal that an upstate lawmaker will unveil on Tuesday.

Assemblyman James Tedisco ( RClifton Park) told The Post that his Prisoner Privilege Limitation Law would also bar anyone convicted of themost serious felonies from wearing civilian clothing behind bars, which could aid those who escape.

Matt and Sweat allegedly had sexual relationships with prison worker Joyce Mitchell, sources said, and were allowed to wear civilian clothing.
