NYPD: Fire on terror-ram drivers
Fearing a copycat “vehicle ramming attack” like the one that killed 86 people in France, the NYPD will allow officers to fire on drivers trying to plow into a crowd to cause “maximum carnage,” The Post has learned.
“A ‘vehicle ramming attack’ is the type of extraordinary event that this clause was intended to address. The objectively reasonable use of deadly physical force to terminate a masscasualty terrorist event would be legally justified and within department guidelines,” a directive sent out Monday says.
The memo clarified a patrol-guide regulation that says officers cannot “discharge their firearms at or from a moving vehicle unless deadly physical force is being used against the member of service or another person, by means other than a moving vehicle.”
It notes that “violations of the force provisions” will be reviewed on a case-by-case basis and those examinations may find under “exception circumstances the action was justified.”
Ed Mullins, president of thee Sergeants Benevolent Associa-tion, applauded the adjustment.
“The change in policy is essen-ntial to the safety of all New Yorkerskers and to the men and women in the NYPD who will respond to incidentsidents where vehicles are being used to cause mass casualties in acts of terrorism,”rism,” he said. “I’m happy the commissionersioner amended the policy.”
