Con Edison Proposes Changes to its Gas Tariff Related to its Daily Delivery Service Program and the Treatment of Certain Non-Firm Revenues

Consolidat­ed Edison Company of New York, Inc. (“Con Edison” or the “Company”) has filed with the New York State Public Service Commission (the “Commission”) revisions to its Schedule for Gas Service, P.S.C. No. 9 – Gas (the “Gas Tariff”) related to its Daily Delivery Service (“DDS”) Program and the treatment of certain non-firm revenues. The proposed revisions include (i) clarifying the conditions under which gas marketers serving firm transporta­tion customers in the Company’s service territory (“Marketers”) are allowed to use storage in the months of April and October; (ii) providing the Company the right to waive certain rules in the month of March related to the mandatory use of Tier 1 Pipeline Capacity before using Tier 2 Managed Supply (Storage); (iii) providing the Company the right to waive the surcharge to Marketers when certain operationa­l limits related to their end of March capacity storage allocation are not met; (iv) modifying the provision related to payment amounts owed to the Company for Tier 2 and Tier 3 demand and commodity charges by Marketers who participat­e in the purchase of receivable­s program; (v) clarifying that Tier 3 Peaking also includes compressed natural gas; and (vi) commencing November 1, 2017, modifying the off-system treatment transactio­nsof the customers’related to share the of releasenet revenuesof storage derived and fromfirm transporta­tion associated with storage after the $65 million non-firm revenue target is reached, from being credited to firm sales customers through the gas cost factor to now being credited to both firm sales and firm transporta­tion customers through the Non-Firm Revenue Credit. The filing, which is subject to Commission review and approval, is proposed to become effective on November 1, 2017.
