That photo, recognized worldwide, is the perfect representation of New York’s reaction to V-J Day, ending World War II in the Pacific. Every sailor felt he was the guy in the photo. Thankfully, VA Secretary Denis McDonough was able to reverse the asinine order. Dick Mills
