“Five long years of torturous negotiatio­n came to a dramatic end last week as representa­tives of the U.S., Great Britain and Russia initialed a limited test-ban agreement,” Newsweek reported of the long-sought treaty to de-escalate the race for nuclear weaponry. The ban “committed the world’s three major nuclear powers to halt all tests in the atmosphere, underwater and in outer space.” A fearful world in the “glacial grasp of the cold war” rejoiced at the agreement, but it turned to be far less of a “turning point” than hoped.
