Man gets 40 years in child sexual abuse case

LITTLE ROCK — A 28-year-old North Little Rock man received a 40-year prison sentence for repeatedly raping and molesting his girlfriend’s four children, three of them elementary-school age, over the course of a year.

Sentencing papers filed last week show David Moore Jr. pleaded guilty to two counts of rape and three counts of second-degree sexual assault in exchange for the 40-year sentence from Pulaski County Circuit Judge Barry Sims. Moore had faced a possible life sentence. The plea deal was negotiated by deputy prosecutor Reese Lancaster and Public Defender Bill Simpson.

Moore has been jailed since his May 2019 arrest, about two weeks after the first accuser, a 10-year-old girl, stepped forward, court filings show.

After a teacher had a class discussion about “inappropri­ate touching,” the girl tearfully described to her teacher how Moore had been touching her, records show.

In a subsequent interview with authoritie­s, the girl described how Moore had started groping her about a month earlier.

During the investigat­ion, her 6-year-old sister also used the dolls to demonstrat­e how Moore had raped her, and their 7-year-old sister described how Moore groped her, telling her he was “looking for bumps,” court files show. The girl’s 18-year-old sister also told investigat­ors Moore pulled down her shorts and groped her before she was able to fight him off during the same time frame.

After his arrest, Moore admitted to detective Julie Eckert that he sexually abused the 10-year-old and 7-year-old girls but denied any sexual contact with the other three children, although he admitted to rubbing himself against the 18-year-old.
