Public comment period for proposed changes to state disaster recovery, mitigation plans to end

Billie Sue Tibbs Goforth, 87, of

Newton, passed away on Saturday, April 6, 2024 at Abernethy

Laurels.

She was born January 9, 1937 in Marion, VA to the late William

Robert TIbbs and Callie Greer

Tibbs. Billie Sue worked at Teeters and was a housewife. She was in the first graduating class of 1955 in the new Bandys High

School. Billie Sue enjoyed cooking, taking care of her farm, and helping others. She loved her friends, family, and her Lord.

In addition to her parents, she was preceded in death by her husband of 50 years, JD Goforth; brothers, Roger Tibbs, Raymond Tibbs, and Charles Tibbs; sister, Martha Belle Tibbs; sister-in-law, Shirley Tibbs; and grandson, Chase Michael Hastings.

Those left to cherish her memory are;

Daughters: Carolyn Matthews and husband Barry of Conover

Vicki Hastings and husband Eddie of Claremont

Crystal Caldwell and husband Kent of Sanford Sisters-in-law: Ruby Tibbs of Newton

Phyllis Goforth of Catawba

Grandchild­ren: Kyndall Danner (Zach), Cody Hastings (Nichole), and Rusty Hastings

Great-Grandchild­ren: Jett Danner, Wiley Danner, and Taylor Hawks

A service to celebrate Billie Sue’s life will be held on Saturday, April 13, 2024 at 3:00 p.m. at St. Mark’s Lutheran Church in Claremont. Rev. Josh Tucker will officiate. Burial will follow at Mt. Olive Lutheran Church Cemetery in Newton. The family will receive friends prior to the service from 1:30 to 2:45 p.m. at St. Mark’s Lutheran Church. Those serving as pallbearer­s will be Jeff Tibbs, Greg Tibbs, Bobby Tibbs, Mike Tibbs, Roger McKay, Jon Lail, and Grayson Lail.

RALEIGH, N.C. — The N.C. Office of Recovery and Resiliency (NCORR) is accepting public comments through Monday,April 15 on proposed amendments to action plans for the use of HUD Community Developmen­t Block Grant-Disaster Recovery funds for Hurricane Florence and Community Developmen­t Block Grant-Mitigation funds. Proposed action plan amendments include changes to previously approved federally funded programs that support the state’s longterm recovery from storm damage, while also building future resiliency. Proposed changes include allocation­s to the Homeowner Recovery Program, Affordable Housing Developmen­t Fund, Homeowners­hip Assistance Program, Infrastruc­ture Recovery Program and Strategic Buyout Program, among other updates.

The public comment period for both action plan amendments opened March 15 and will close at 5 p.m. on April 15, 2024. The current action plans and drafts of the proposed Substantia­l Action Plan Amendment 6 for Hurricane Florence funding and proposed Substantia­l Action

Plan Amendment 5 for Mitigation funding are available for review online. The public is strongly encouraged to submit comments by email to publiccomm­ents@rebuild. nc.gov. Comments may also be submitted by U.S. Postal Service to NCORR Public Comments, P.O. Box 110465, Durham, NC 27709.
