Coach Norvell announces new hires on support staff

- By Luis Torres

FSU coach Mike Norvell has completed his first onfield coaching staff and is now rounding out his support staff.

Jeff Kupper will be the Seminoles’ director of player development and operations and Carlos Locklyn will be FSU’s director of high school relations, Norvell announced on Monday.

Kupper spent 10 seasons as the director of operations at Memphis, including the last four with Norvell. He was responsible for administrative duties, including travel and community service.

Before joining Memphis, he was the director of football operations and special projects at Columbia.

“Jeff comes with me from the University of Memphis and is one of the hardestworking and multi-skilled administrators I’ve been around,” Norvell said in a release. “He has a tremendous passion for the all-inclusive development of student-athletes and will serve our players in a variety of different ways. He has an extensive background in operations as well as assisting student-athletes’ development off the field, focusing on organizational structure and life skills accountability. Jeff will be a great asset to our players and the program.”

Locklyn spent the last three seasons at Memphis, working his way up from a weight room volunteer his first season to becoming an offensive analyst in 2018 and then director of high school relations in 2019.

He was previously a high school offensive coordinator in the Memphis area.

“As a former high school coach, Coach Lock brings a great perspective of the critical role that high school coaches play in the process of student-athlete development,” Norvell said. “Growing up in South Alabama, he is extremely passionate about providing a connection and resource at FSU that is constantly available to the coaches in the southeast region, and especially the state of Florida.”

Josh Storms was also named as FSU’s director of strength and conditioning before the start of the new year. Storms spent the last four seasons with Norvell at Memphis as the director of athletic performance. Prior to his stop with the Tigers, Storms spent a decade at Arizona State, including four years with Norvell when the new FSU coach was the Sun Devils’ offensive coordinator.

“He will help create a toughness throughout our team, not only physically but mentally,” Norvell said. “Josh is one of the best coaches I’ve been around in every aspect. Coach Storms is one of the best in the country in preparing student-athletes to perform at the highest level throughout their collegiate experience while developing them for the next level as well.”
