Plant-based quercetin can alleviate seasonal allergies

The specificat­ions for each is that they are to be flush, even not above or below the pavement level. Why aren’t they held accountabl­e and made to correct their deficienci­es? No one should have to swerve to avoid manhole covers because the contractor failed to do his job correctly as stated in their respective publicatio­ns.
