Chico to approve new city manager

The city will name and appoint a deputy city manager, Jennifer Macarthy, on Tuesday night.

Macarthy previously served as Deputy County Administra­tive Officer for Butte County and is being offered an annual salary of $160,000 for the role with the city. She would begin her role with the city April 26.

The council will also consider a proposal by Housing Manager Marie Demers for using an annual award of community developmen­t and housing funds from the Federal Department of Housing and Urban Developmen­t, by submitting an Annual Action Plan describing plans for using funds in the upcoming year.

Administra­tive Services Director Scott Dowell has recommende­d the council consider a resolution authorizin­g issuing one or more pension ob

ligation bonds to refinance outstandin­g debt to California Public Employees’ Retirement System.

In considerin­g a new Pedicab Bar Crawl business, consultant Dixon Resources Unlimited has quoted $11,900 to provide informatio­n, gather stakeholde­r input, draft program guidelines and draft an ordinance in Chico. With staff time needed, it is recommende­d that $25,000 be allocated.

The council will also consider letters of support to Rep. Doug LaMalfa ( RRichvale) for a federal program request for funding two separate categories of projects, which could fund city projects such as Highway 32 widening, broadband infrastruc­ture, a new fire station and Chico Airport runway reconstruc­tion.

Other business

The council will likely move to approve the following items:

• An operating license under the Department of Alcoholic Beverage Control for Gautam and Scott Inc. DBA Argus Monster Crate, a liquor store, planning to locate at 1692 Mangrove Ave. Unit B.

• The city and E Center renewing a 25-year lease to continue providing Head Start services.

• The donation of a surplus metal mailbox to the local Veterans of Foreign Wars Post 1555 to securely accept old U. S. flags. • Amendment to the city’s 2020-2021 Fiscal Year Budget modifying the Fire Department’s battalion chief’s salary table for the addition of a fire marshal battalion chief classifica­tion.

• The lot clearing and weed abatement program resolution to require the abatement of weeds, rubbish, refuse and/or debris, set a public hearing for

May 4 and direct the city clerk to mail notices of the public hearing to all owners of affected parcels.
