Checks and balances will come into play

Regarding the current Butte County and “Tuscan Water District” groundwater management discussion: I believe there may be US Supreme Court precedence prohibiting private management of public matters or resources, in lieu of the public entity fulfilling its own duty. This may apply to the issue of allowing persons with conflict of interest to form a committee (district) to manage public resources (water).

Similarly, this court precedence may also be the undoing of the Texas anti-abortion law that puts citizen vigilantes in charge of enforcing and financially benefiting from the new Texas law.
