Ice rink an eye-opener

The Chico City Council meeting this week was an eye opener.

Apparently the city manager and staff without discussion with the council members or input from Chico citizens have obligated the city to pay $100,000, nonrefundable, to Ice-America.

This provides a removable ice rink for the City Plaza for eight weeks. Unbelievably, it was stated that this amount does not buy the actual equipment.

How is our city run? Is it by the City Council or the city manager?
