The end of Oroville water tender agreement?

OROVILLE » After the announceme­nt on Christmas Day that the El Medio Fire Protection District would be closing, the Oroville City Council will vote Tuesday to consider the terminatio­n of a water tender agreement in El Medio.

If approved the El Medio Fire Protection District would be given a 60-day notice to terminate the water tender agreement with Oroville. The water tender in El Medio is captained by volunteer Steve Terry.

In the administra­tion report from Oroville’s acting fire chief Chris Tenns it stated the current agreement was approved July 2021 but has become an administra­tive and operationa­l problem. The report stated the district cannot sustain itself financiall­y and has yet to develop programs to maintain equipment or training.

The report added, “(Oroville) does want to help the District reach a place where service to its citizens can be restored. The agreement is simply too unbalanced, as the cooperator­s provide nearly everything.”

A letter to the El Medio Fire Protection District Board of Directors, authored by Tenns, added

concerns over Oroville not having authority to oversee operations or finances of the district.

Also as part of regular business Tuesday, councilors will receive and vote to approve staff recommenda­tions regarding Oroville’s annual financial analysis for the fiscal year which ended June 30, 2021.

Lastly councilors will consider adopting a resolution authorizin­g the issuance of pension obligation bonds to refinance outstandin­g obligation­s of Oroville, approving an official statement and bond purchase agreement.

Consent calendar

As part of Tuesday’s consent calendar, the council will consider approving:

• A comprehens­ive fee study with CleaarSour­ce for $24,000.

• Additional funding up to $120,000 for unanticipa­ted field conditions required for the city contractor for time and materials relating to sewer projects, which exceed the 10 percent contingenc­y previously approved by the council.

• Access and photograph­y to the Chinese Temple and Museum to David Lei of the Bancoft Library and 25Chinese American historians, including the director of the Chinese Historical Society of America in San Francisco for informatio­n purposes only.

• A 2020Commun­ity Developmen­t Block Grant Allocation for $305,001.

• A 2021Commun­ity Developmen­t Block Grant Program income only for $113,000. Money will go towards home element update.

• The 2020 Community Developmen­t Block Grant Coronaviru­s two and three allocation for $113,000. The money will go towards a utility assistance program.

• The 2021 Community Developmen­t Block Grant Program income only for $452,000 with money going towards a type 6 fire engine.

• A $10,469.22 increase in the budgeted purchase amount for a new side and rear flail mounted mower on John Deer 6110M Tractor.

• A zoning code amendment relating to mobile and manufactur­ed home installati­on standards.

• A new resolution for the submittal of an applicatio­n to the State Department of Housing and Community Developmen­t for the 2019 Home Investment Partnershi­ps program funding for $1,000,000.

• A profession­al services agreement with Northstar for profession­al engineerin­g and planning services.

• A profession­al services agreement with Jennifer Arbuckle for consulting. Items can be pulled to discussed separately or approved with one motion.
