Thanks, council — but about that $50,000

I greatly applaud the decision by the Chico City Council and the Butte County Board of Supervisors to establish and fund a large micro-shelter village at the current BMX site in south Chico. But why did the city council spend and waste $50,000 on the contract with Mr. Paul Webster of Hope Street Coalition which denigrates housing first? His final report, now superfluous, is not due until March 1st, 2022.
