Town council may approve clearance ordinance change

New police vehicles, radio equipment also on the agenda

The Paradise Town Council on Tuesday night will be asked to make a change to the Paradise Municipal Code governing defensible space and hazardous fuel management within the town limits.

Last month the council approved a change in the ordinance that requires property owners to secure a certificat­e of compliance from the town that the parcel is not in violation of this section prior to the transfer of ownership before the town will allow the property to go into escrow.

That change in the ordinance became effective on April 1 and imposes a $71.39 fee on sellers to acquire the certificat­e. The town argues it’s a cost-recovery fee, and is required because when the town employee comes out to inspect the property, the town says it must pay the employee out of an enterprise fund, not the general fund.

On Tuesday night the council will decide if it wants to accept another change in the ordinance that would state any issued

Certificat­e of Compliance shall remain valid for 90 days from the inspection date and may be used to open escrow without payment of an additional Certificat­e of Compliance fee.

Before the council delves back into that issue it will

be asked to hire Blue Flamingo Marketing with a 3-year contract at a cost of $55,560 per year for the three-year contract period. According to the agenda it is budgeted in the Recovery and Economic Developmen­t Department.

The council is going to be asked to approve a purchase of three 2022 or 2023 Chevrolet Tahoes under California State Contract pricing through Elk Grove Auto/Winner Chevrolet.
