A good use for our state’s budget surplus

The E-R’s Hits and Misses Editorial talked about the huge budget surplus California is facing. How about we build two or three desalinization plants up and down the coast (and I bet we could figure out a turbine system to make use of those powerful waves) and install solar on every state building and school?
