Twanda Carlisle, the former Pittsburgh councilwom­an running for her old seat despite her conviction for stealing thousands of public dollars while in office, isn’t the only candidate in District 9 with baggage.

Judith K. Ginyard, a real estate broker, and businessma­n Andre Young are saddled with liens for thousands in unpaid taxes, according to the Allegheny County Department of Court Records.

Ms. Ginyard has a long list of liens that include unpaid city and school taxes and Pittsburgh Water and Sewer Authority fees dating back more than a decade. Much of the outstandin­g money stems from a property she inherited, Ms. Ginyard said, adding that she has been making payments to correct what she called an oversight.

Mr. Young, a businessma­n, owes the city’s Urban Redevelopm­ent Authority more than $72,000 after defaulting on a loan and has outstandin­g liens totaling thousands of dollars from state and local taxes. He said he is on a payment plan and would soon be current on all state and local taxes.

The URA loan will be paid back “as soon as I receive money from my business partners,” he said.

Ms. Carlisle’s court-ordered restitutio­n of more than $43,000 also has yet to be fully paid, according to court records staff, despite an agreement she and her lawyers reached with the court years ago to sign over her city pension as restitutio­n. About $152 has been paid back so far, with the last payment in 2009, a court records employee said.

Ms. Carlisle also has an outstandin­g state tax lien filed in August for about $862 in unpaid personal income tax.
