High costs remain an issue for Port Authority

As the Pittsburgh Pirates have shown over the past 10 years, progress and improvemen­ts can take time, sometimes involving backward steps before upgrades begin to show.

So, too, with the Port Authority.

Despite stable finances and the move this year to a flat fare, the agency’s annual service review released earlier this month shows it still is lagging behind comparable agencies across the country in key areas such as cost-per-passenger and service time spent carrying passengers.
