High costs remain an issue for Port Authority

As the Pittsburgh Pirates have shown over the past 10 years, progress and improvements can take time, sometimes involving backward steps before upgrades begin to show.

So, too, with the Port Authority.

Despite stable finances and the move this year to a flat fare, the agency’s annual service review released earlier this month shows it still is lagging behind comparable agencies across the country in key areas such as cost-per-passenger and service time spent carrying passengers.

The agency says some of the items are issues it can’t do much about, such as high
