WASHINGTON— President Donald Trump has decided to remove H.R. McMaster as his national security adviser and is actively discussing potential replacemen­ts, according to five people with knowledge of the plans, preparing to deliver yet another jolt to the senior ranks of his administra­tion.

Mr. Trump is now comfortabl­e with ousting Mr. McMaster, with whom he never personally gelled, but is willing to take time executing the move because he wants to ensure both that the three-star Army general is not humiliated and that there is a strong successor lined up, these people said.

The turbulence is part of a broader potential shake-up under considerat­ion by Mr. Trump that is likely to include senior officials at the White House, where staffers are gripped by fear and uncertaint­y as they await the next move from an impulsive president who enjoys stoking conflict.

Puppy’s death investigat­ed

Federal officials are investigat­ing United Airlines’ animal transporta­tion practices after a 10-month-old French bulldog died Monday while being stowed in the overhead compartmen­t of a flight from Houston to New York.

According to the dog’s owners and other witnesses on the plane, a flight attendant demanded that the pet’s owners place the carrier inside the overhead bin for the duration of the flight.

Although United apologized for the incident and took full responsibi­lity Tuesday, the company said in a statement Wednesday that the flight attendant was not aware that a dog was inside the dog carrier.

The district attorney’s office in Harris County, Texas, where the flight originated, said in a statement Wednesday that its animal cruelty division is conducting an investigat­ion into potential criminal wrongdoing.

Roof’s sister arrested

A sister of Dylann Roof, the man who massacred nine black churchgoer­s in South Carolina in 2015, was arrested Wednesday and charged with bringing a knife, pepper spray and marijuana to her high school, the authoritie­s said.

Morgan Roof, 18, was arrested on drugs and weapons charges at her high school, A.C. Flora, in Columbia, S.C., and taken to a detention center, Richland County Sheriff Leon Lott said in a statement. She was held on a $5,000 bond.

SheriffLot­t said that a schoolreso­urce officer was informedby an administra­torthat Ms. Roof had the weaponsand drugs. “Roof hadalso made a social media poston Snapchat which causedalar­m to the student body,”Sheriff Lott said. No studentswe­re harmed, he said.

Ms. Roof’sSnapchat post criticized­students who plannedto walk out of class to protestgun violence. “I hope it’s a trap and y’all get shot,” itsaid. “We know it’s fixing to benothing but black people walkinout anyway.”

Immigrant named to panel

A 33-year-old woman is the first undocument­ed immigrant named to a statewide post in California.

Lizbeth Mateo, an attorney and immigrant rights activist, was appointed to the California Student Opportunit­y and Access Program Project Grant Advisory Committee,or CalSOAP, according to the office of state Senate President Pro Tem Kevin de Leon. The committee seeks to improve access to college for low-income California students.

Ms. Mateo, of Oaxaca, Mexico, was once such a student. She did not learn English until she was in high school but was the first in her family to graduate from college.
