Man charged in fatality on electronic monitoring

The man who police said struck and killed a Penn Hills man last month will be released from jail to home electronic monitoring.

Surron Burch, 21, had a bail review Monday after he was denied bond by District Judge Regis Welsh Jr. last week.

Mr. Burch is charged with homicide by vehicle, causing an accident involving death or injury and involuntar­y manslaught­er. He was arrested May 15.

Allegheny County police said the victim, Joseph Morris, 51, of Penn Hills, was walking home from work when he was struck about 9:30 p.m. April 28 in the 400 block of Hershey Road. The car then dragged him more than a half-mile, to near 184 Universal Road.

Police, using video surveillan­ce and a tip tracked the Saturn sedan involved in the hit-and-run to a parking lot behind Hi View Gardens in McKeesport on May 10.

The owner of the car, Modesty Hopper, 21, of McKeesport, has been charged with obstructio­n.
