For the second time in a month, the Tulare County Board of Supervisors denied an appeal from residents of the Springville area opposed to a Dollar General store being built at Highway 190 and Montgomery Drive near River Island Country Club.

On Nov. 8 the board first denied the appeal brought by Springville Citizens for Responsible Growth of the planning commission’s approval of the project on Oct. 12.
Michael Washum, assistant director of planning for the county, explained the matter was brought back to the board to address some issues raised during the Nov. 8 hearing and to clarify some of those issues.
Brad Dunlap, who is with the group opposed to the store, said he felt the entire process was not open enough as he said they learned some details Tuesday. “It should be a more open process,” said Dunlap.
The Embree Asset Group is proposing the 9,100 square foot store next to the Sequoia National Forest ranger office.
Supervisor Steven Worthley defended his earlier decision to deny the appeal and Allen Ishida said the project met the requirements needed for the location.
The project was approved by a 4-1 vote, with Fifth District Supervisor Mike Ennis voting for the appeal. In other matters:
