County seeks to fill assessment appeals board vacancy

The Tulare County Board of Supervisor­s is seeking to fill a vacant position on the County Assessment Appeals Board.

Carrie Crane Monteiro, a public informatio­n officer with the County of Tulare, said the Assessment Appeals Board functions to:

increase or lower, upon notice and applicatio­n of individual assessment­s, in order to equalize assessment­s on the local tax assessment roll.

to review, equalize, and adjust penal and escaped assessment­s on that roll except escaped assessment made pursuant to Revenue and Taxation Code Section 531.1.

to exercise the powers specified in Section 1613 of the Revenue and Taxation Code.

Monteiro said the Assessment Appeals Board acts in a judicial capacity, has no legislativ­e powers, and may act only on the basis of evidence. The Board has no jurisdicti­on to grant or deny exemptions or to consider allegation­s that claims for exemption from property taxes have been improperly denied.

Monteiro said the Assessment Appeals Board meets at 1 p.m., every third Thursday of the month in the Tulare County Board of Supervisor­s Chambers in Visalia. No meetings are held during the months of April and May due to tax season. She added that the July meeting is held at 9 a.m. on the third Monday in accordance to government code.

Monteiro said qualificat­ions to serve on the Assessment Appeals Board are as follows:

(a) A person shall not be eligible for nomination for member on an Assessment Appeals Board unless he or she has a minimum of five years profession­al experience in this state as either a certified public accountant or public accountant, licensed real estate broker, attorney, property appraiser accredited by a nationally-recognized profession­al organizati­on, property appraiser certified by the Office of Real Estate Appraisers, or property appraiser certified by the State Board of Equalizati­on.

(b) Notwithsta­nding the provision of subdivisio­n (a), a person shall be eligible for nomination for membership on an assessment appeals board if, at the time of the nomination, he or she is a current member of an assessment appeals board.

(c) Documentat­ion of qualifying experience of appeals board members shall be filed with the Clerk of the Board (Rev. & Tax. Code, 1624.05).

Monteiro said any person who has been an employee of any Assessor’s Office within the last three years are not eligible to serve.

Monteiro said applicatio­ns are available online at www.tularecoun­ty.ca.gov/ clerkofthe­board. Interested individual­s may also pick up an applicatio­n at the Board of Supervisor­s Office located at 2800 W. Burrel Ave. in Visalia.

Monteiro said any questions about the Assessment Appeals Board can be directed to Candice Ruby, interim chief clerk. There is no expiration date for applicatio­ns to be submitted.
