Council approves vacation of easements for Summit Estates Two developmen­t

The Portervill­e City Council adopted a resolution Tuesday approving the vacation of easements for storm drain and emergency access related to the first phase of the Summit Estates Two developmen­t.

The developmen­t is generally located west of Mathew Street, south of Orange Avenue and north of the Tule River, said Mike Reed, the city’s public works director.

As part of the developmen­t, Reed said the developer plans to expand a drainage reservoir directly south of Heritage Court, which he said is east of the residentia­l developmen­t.

Reed said the developmen­t will provide new streets and the needed emergency access within and through the subject site. Reed noted that staff trusts that there are no problems with any reversiona­ry rights since the easements are in favor of the City of Portervill­e.

Reed said the vacation of the easements does not affect other agencies or other utility companies. He said the city has the rights to vacate the blanket easement and storm drain easement.

Reed added that the subdivisio­n will be brought before city council soon, and noted that the staff report from which he read is just a precursor to some encumbranc­es that are on the property that the City of Portervill­e has easement rights to.

The council also authorized the city clerk to record the resolution of vacation. In other matters:

Approved the purchase of a new DUI Checkpoint Trailer from Universal Trailers in the amount of $38,200.34.

Approved the implementa­tion of a pilot program with Lytx, Inc., and the initial purchase of fleet management equipment and a one year program subscripti­on at a cost of $36,350, upon successful completion of the pilot program.

Approved the purchase and installati­on of two 1.9 MMBH fire tube boilers, and the modificati­on of existing piping from R.F. Macdonald for an amount not to exceed $182,136.90.

Approved the purchase of a replacemen­t pump motor assembly for Lift Station 9, initiation of a purchase order and payment to Pacific Water Resources in an amount not to exceed $13,523.

Approved to enter into an agreement with ITC for the relocation of Portervill­e Police Department network switches at a cost of $23,175.00.

Approved staff’s plans and project manual for the project consisting of the replacemen­t of 620 square feet of polyuretha­ne roofing and two HVAC units at Fire Station No. 2.

Gave authorizat­ion to distribute a Request for Proposals (RFP) to licensed demolition contractor­s, and the appropriat­ion of funds for commenceme­nt of the project consisting of the demolition of a single family residence located at 87 S. G St.

Approved a resolution authorizin­g the mayor to execute the document known as Program Supplement No. F057 for the replacemen­t of existing traffic signals, addition of north bound and south bound protected left turn phasing, and the addition of mast arm mounted left turn heads at the intersecti­on of Olive Avenue and Newcomb Street.

Approved to set a public hearing for Feb. 6, 2018 for review and adoption of the Urban Water Management Plan 2015 Update.

Approved the rescindmen­t of M.O. 07091917; and gave authorizat­ion to execute the Amendment No. 2 to the agreement for batteryele­ctric heavy duty buses with Greenpower Motor Company, Inc.

Approved the closure of E. Street between Putnam and Cleveland from 5 to 9 p.m. on Tuesday, Dec. 5 for Myers’ 23rd Annual Christmas Tree Memorial Service.

Accepted a report reflecting the investment portfolio of the City of Portervill­e as of Sept. 30, 2017.

Accepted the interim financial status reports for the first fiscal quarter ended Sept. 30, 2017.

Approved Rotary Club of Portervill­e and Portervill­e Chamber of Commerce’s Children’s Christmas Parade to run from 5 to 9 p.m. on Thursday, Nov. 30 along Main Street.

Approved a resolution amending the Employee Pay and Benefit Plan pertaining to the Fire Officer Series employees.

Approved a resolution amending the Employee Pay and Benefit Plan pertaining to the Portervill­e City Firefighte­rs Associatio­n employees.

Approved a request for a proclamati­on submitted by the Portervill­e Chamber of Commerce to recognize outgoing Board Chair Ramona Chiapa.

Approved the second reading of ordinance No.1843, an ordinance of the city council of the City of Portervill­e amending sections 700.01, 700.02 and 701.02, and repealing and replacing section 301.23 of the Portervill­e Municipal Code, concerning personal cultivatio­n and use of cannabis, and prohibitio­n of commercial cannabis activities. The first reading was given on Tuesday, Oct. 17, 2017 and has been printed.

Approved the continuanc­e of the Declaratio­n of Local Emergency.

The next city council meeting starts at 6:30 p.m. on Tuesday, Nov. 21, in the council chambers at Portervill­e’s City Hall.
