Council looking at six projects funded by SB 1

If approved, will receive estimated $73,000 in funding

The Lindsay City Council will consider today approving a resolution that would give the city an estimated $73,000 to fund six highpriority and cost-effective projects.

Michael Camarena, the director of city services, said the list of projects would be funded by Senate Bill (SB) 1, the Road Repair and Accountability Act.

Camarena said SB 1, Chapter 5, Statutes of 2017, created the Road Maintenance and Rehabilitation Program (RMRP) to address deferred maintenance on the State Highway System, the local street and road system, and the Road Maintenance and Rehabilitation Account (RMRA) for the deposit of various funds for the program. The bill was passed by the legislature and signed into law by the governor in April 2017.

A percentage of the new RMRA funding, Camarena said, will be apportioned by formula to eligible cities and counties for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system. Cities and counties receiving RMRA funds must comply with all relevant federal and state laws, regulations, policies and procedures.

Initial conditions set forth for by SB 1, Camarena said, required agencies to submit verification of projects adopted by councils or boards. As the list of street projects was included in the 2017-18 adopted City of Lindsay budget, the required documentation was readily available. He said submittal of the required SB 1 package was completed on Oct. 13.

Since that date, Camarena said the California Transportation Commission released an amendment, effective immediately, which requires agencies’ project list to be adopted by resolution. Camarena said the resolution, 17-45, must be submitted to the state prior to January 2018 and follow template language as provided.

Camarena said there are six projects planned to be funded with RMRA revenues, which include work on Oak Avenue to Foothill Avenue, work on Mariposa Street south to alley, and Mirage Avenue to Homassell Avenue.

He said the funds would also cover work from Highway 65 to Mirage Avenue, work from Samoa Street to Hermosa Street and on Valencia Street.

If adopted, Camarena said the city will receive an estimated $73,000 in RMRA funding in fiscal year 2017-18 from SB 1.

“The funding from SB 1 will help the city maintain and rehabilitate local streets, support active transportation infrastructure throughout the city this year and hundreds of similar projects into the future,” Camarena said in a staff report.

He added, “The 2016 California Statewide Local Streets and Roads Needs Assessment found that the city’s streets and roads are in good, atrisk and poor condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a more desirable condition,” Camarena said.

In other matters council will:

• Consider issuing a temporary use permit to Save Mart Supermarkets for Christmas Tree Sales.

• Will present a proclamation to Public Safety Sgt. Nick Nave, Officer Matt Mcmillan, Exeter District Ambulance, Paramedic Justin Cat and Emergency Medical Technician Savannah Guthrie.

• Will present a proclamation to Eric Frost for his service to the City of Lindsay.

• Will present City of Lindsay’s new website.

• Will hold a discussion regarding cannabis and a GIS map of potential locations.

The council meeting starts at 6 p.m. today at Lindsay’s City Hall.
