Lindsay looking to complete alley project

Council will also consider bids for water, connection­s project

The Lindsay City Council will consider today accepting the Alley Reconstruc­tion Project from Hermosa Street to Frazier Street between Elmwood Avenue and Mirage Avenue as complete and directing the city clerk to file a notice of completion with the County Recorder.

The one-year warranty period will begin upon recordatio­n, said Michael Camarena, the city’s services director.

Camarena said the alley east of Elmwood Avenue between Hermosa Street and Frazier Street has experience­d minor flooding problems for years.

“We have received many complaints due to the condition of this alley,” Camarena said in a city staff report.

In order to correct the flooding problem, Camarena said it was necessary to install a vee-gutter and re-grade the alley.

On May 11 of this year, Camarena said staff issued the notice to proceed to MAC General Engineerin­g based on the contract award on April 26, which he said council approved for the amount of $61,314.20.

Camarena said a financial status report of the project states that the project budget is $100,000, which is from the city’s streets fund. The contract amount, Camarena said, is $61,314.20, contract amendments are $8,928.55 and contract change orders are $1,898.63, a 3.10 percent increase. Camarena said the total contract amount is $72,141.38.

Camarena noted that the completed project will allow for proper drainage away from private properties.

The council will also consider authorizin­g bid preparatio­n for the Avenue 240 and Highway 65

Water Main and Service Connection­s Project.

Due to a lawsuit filed by property owners in the 1980’s whose undergroun­d water was tainted by treatment ponds discharge, Camarena said the city was mandated to provide domestic water to affected properties.

Camarena said the project has had constructi­on documents completed and easements have been obtained, but noted that the installati­on was never completed either due to timing, priorities and/or funding availabili­ty. Camarena said the project has been identified as a funded project in the 2017-18 current fiscal year with a budget of $100,000, and noted that it will provide water connection­s to six affected residents as mandated.

In other matters council will:

Receive a Lindsay High School student report by Denise Macias.

Receive a staff report and activity summary by City Manager Bill Zigler.

Receive an update on Lindsay Unified School District’s Performanc­ebased System by Bobbie Velasquez, Kelsie Avina and Joe Vagt.

Consider appointing Richard Tristao as a sergeant within the city’s Department of Public Safety.

Consider awarding contracts to Clean Cut Landscape Management, Inc. and Evergreen Landscape & Sprinklers, Inc.

The council meeting starts at 6 p.m. today at Lindsay’s City Hall.
