Lindsay City Council to finalize election paperwork

The Lindsay City Council will consider approving resolution 1820 requesting and consenting to consolidat­ion of election and setting forth the specificat­ions of the election order.

City Finance Director Bret Harmon said the city charter establishe­s the process for the election of city council members. He said the city council members, including the mayor and mayor pro tem, serve on the council on four-year terms.

To maintain continuity, Harmon said two of the five council members are elected in a general election year. He said the other three of five council members are elected in the next general election year. He noted that two council member seats are scheduled for election on Nov. 6.

Harmon said the Tulare County Elections Office manages the elections for communitie­s within Tulare County. He said resolution 1820 formally requests the county’s election office to manage the election for the city, consents to the consolidat­ion of the election, and sets the specific election order.

Harmon noted that Mayor Pro-tem Danny Salinas’s and Councilmem­ber Esteban Velasquez’s seats are up for election in November.

Harmon said the city will be required to pay for the cost of the election. He said the election office allocates the costs based on proportion­ate use of election office resources.

The council will also consider approving resolution 18-21, requesting the Tulare County Board of Supervisor­s permit the county registrar of voters to render specified services to the city.

Harmon said resolution 18-20 was the first of two resolution­s relating to the November election at which the city will elect two council members. Harmon said resolution 18-20 authorized the county to consolidat­e the election.

Resolution 18-21, Harmon said, is the second of two resolution­s relating to the November election. He said resolution 18-21 authorizes the specific services the county will provide in managing the election such as printing and mailing sample ballots, providing a polling location, counting and recounting votes, etc.

Other Matters Before Lindsay Council

Will receive a report from Lindsay High School student Denise Macias regarding recent, current or upcoming events, activities or matters related to the high school.

Will receive a staff report from City Manager Bill Zigler regarding recent, current or upcoming events, activities or matters.

Will consider approving a Temporary Use Permit to operate a shaved ice stand from May 9 to Nov. 9.

Will consider approving Resolution 18-22 Opposing the Tax Fairness, Transparen­cy and Accountabi­lity Act of 2018. It is a part of a unified effort to protect local control of revenues for providing general services.

Will consider a resolution of the city council of the City of Lindsay to update schedules for the repayment of advances approved by Resolution 17-44 to ensure the city has sufficient funds to balance the general fund budget in fiscal year 20182019 and to build a limited general fund reserve.

Will consider a resolution of the city council of the City of Lindsay authorizin­g the examinatio­n of sales or transactio­ns and use tax records.

Will hold a public hearing on City Ordinance No. 564, and will consider amending Municipal Code Title 8 Health and Safety, Title 8 Chapter 8.22 Fireworks, Section 8.22.140 Violations, to enforce Administra­tive Citations.

Will consider awarding base bid contract to Clean Cut Landscape Incorporat­ed, for the bid amount of $256,700 for the 2018-2 Housing Related Parks Program (HRPP) Soccer Fields Renovation Project.

Will consider awarding base bid contract to Vahnn Blue Constructi­on, Inc. for the bid amount of $43,728 for the 2018-2 Housing Related Parks Program (HRPP) Clubhouse Remodel Project.

Ad Hoc Committee members Mayor Pro-tem Danny Salinas and Councilmem­ber Laura Cortes will discuss their exploratio­n of the city’s relationsh­ip with the Chamber of Commerce.

Will have a discussion regarding city council question about utility bill due dates and potential changes.

The council meeting starts at 6 p.m. today at Lindsay’s City Hall.
