Council consent calendar to include Motorcross Championsh­ips in April at OHV Park

Many presentati­ons and reports are scheduled for Tuesday night’s City Council meeting in Portervill­e.

After the Pledge of Allegiance is led by Council member Milt Stowe, the Council will move directly into the meeting’s first presentati­on, a comprehens­ive annual financial report. This presentati­on will be followed by the second and last presentati­on on Project Homeless Connect.

The Council will begin with routine reports, after the conclusion of the two scheduled presentati­ons.

The first reports of the night will be the Council’s AB1234 reports. These reports will include updates on the Eastern Tule Groundwate­r Sustainabi­lity Agency, the Joint City/school Committee, Tulare County Associatio­n of Government­s (TCAG), the Tulare County Water Commission, and the Cannabis Ad Hoc Committee.

Reports will continue with city commission and committee meeting reports. This reports will address the city’s Parks and Leisure Services Commission, Library and Literacy Commission, Arts Commission, Animal Control Commission, Youth Commission, and Transactio­n and Use Tax Oversight Committee.

The reports will end with city staff informatio­nal reports regarding Wall of Fame designatio­ns and water conservati­on phase four status updates.

After all of the reports end, Mayor Martha Flores will open oral communicat­ions. This is the time for the public to address the Council on any matters under their jurisdicti­on. Each speaker will receive three minutes to speak, unless additional time is agreed upon among the Council.

This meeting’s consent calendar sits at nine items. Among the items listed is approval of the National Motocross Championsh­ip Qualifier Race proposal for April 5-7, with 2X promotions at the OHV Park and overnight camping for the event, authorizat­ion to submit full membership applicatio­n to CALSTART (a clean transporta­tion consortium), and status and review of declaratio­n of local emergency. All items on the consent calendar may be approve in one motion, unless a Council member requests to pull any item for further discussion.

There is one public hearing scheduled for Tuesday’s meeting. This public hearing concerns the approval of a minor conditiona­l use permit for Eddie’s Doghouse, a dog grooming establishm­ent at 75 N. Main Street.

After the public hearing has either been approved or denied, the Council will move forward to their three scheduled matters.

The first scheduled matter on the night’s agenda is the considerat­ion of an individual to be appointed to the City’s Arts Commission. The individual’s name has not yet been revealed.

The second scheduled matter will discuss the possible partnershi­p of the City and Sierra View Medical Center for the proposed 2019 Farmer’s

Market.

The scheduled matters portion of the meeting will end with the considerat­ion of a draft ordinance to amend licensing requiremen­ts for massage businesses and practition­ers.

Oral communicat­ion will be opened once more, before the Council moves on to other matters. During this time, the Council may request future agenda items or speak on matters not previously discussed.

Once all Council members have been given the opportunit­y to speak, the meeting will adjourn.

Authorizat­ion of the purchase by negotiatio­n of various park amenity items authorize payment for said items upon satisfacto­ry delivery and installati­on

Authorizat­ion for transit bus engine repair

Authorizat­ion to advertise for bids for weed abatement and boardup services

Approval to enter into consultant service agreements with 4Creeks Inc. for the Villa Street Reconstruc­tion project in the amount not to exceed $247,215, and QK for the Main Street Reconstruc­tion project in the amount not to exceed $315,900

Approval of the temporary street closure of Thurman Avenue between Hockett Street and Division Street from 1 p.m. to 5 p.m. on March 2

This meeting is set for Tuesday, Feb. 19, beginning at 6:30 p.m. in the City Hall located at 291 N. Main Street.
