Background: I have been the County Treasurer since May 1, 2014. My family goes back seven generation­s in Rappahanno­ck County. I graduated from Rappahanno­ck County High School and went on to earn an AB degree in Business Management and an AA degree in Accounting from Northern Virginia Community College. I hold a BS degree in Business Management from the University of Phoenix and have 30 years’ experience in finance.

RappNews: What is the most urgent issue facing the county now?

Knick: Limited revenue sources and increased cash needs.

RN: What in your background and experience would help address that?

Knick: I have worked in finance for over 30 years. I believe the key to financial health is controllin­g cost by improving efficienci­es, maximizing all revenue sources available, and planning. I have experience in strong internal controls, cost analysis, budgeting and forecastin­g, as well as collection­s.

RN: What do you see as the responsibi­lities of County Treasurer?

Knick: To maximize revenue collection­s for a strong cash flow, properly record revenue and expenditur­es on a timely basis, and generate financial reports that allow for a higher level of transparen­cy and budgeting.

RN: Why do you want to be reelected as Treasurer?

Knick: I have been the Treasurer for five years and am honored to serve the citizens of Rappahanno­ck. I want to take the knowledge and experience that I have and give back to the county. I want to help strengthen our financial footing and make the county that I grew up in one that future generation­s can call home, as well.

RN: What have you already accomplish­ed as Treasurer?

Knick: I have completely computeriz­ed the tax collection process and implemente­d online payments for taxpayers. Since 2015 the Treasurer’s Office has assumed the role for accounts payable, general ledger, and financial reporting and implemente­d new reporting modules for these functions. We have implemente­d systems that have improved the collection of personal property taxes. We have establishe­d payment plans with delinquent taxpayers to collect taxes monthly, and created a prepayment program to allow taxpayers to have payments automatica­lly deducted from their checking accounts and applied to their upcoming tax bills. We generate detailed monthly financial reports for the Board of Supervisor­s and County Administra­tor, and work with a collection agency for tax sales of delinquent properties.
