PUR- 2020- 00247 Pursuant to 5 VAC 5- 20- 140, of the Commission’s Rules of Practice, the Commission has directed that service on parties and the Commission’s Staff in this matter shall be accomplish­ed by electronic means. On October 29, 2020, Virginia Electric and Power Company d/ b/ a Dominion Energy Virginia (“Dominion” or “Company”) filed with the State Corporatio­n Commission (“Commission”) an applicatio­n for approval and a certificat­e of public convenienc­e and necessity to construct and operate electric transmissi­on facilities in New Kent, King William, King and Queen, Essex, and Richmond Counties, Virginia, (“Applicatio­n”). Dominion filed the Applicatio­n pursuant to § 56- 46.1 of the Code of Virginia (“Code”) and the Utility Facilities Act, Code § 56- 265.1 On or before February 12,2021, any interested person or entity may participat­e as a respondent by filing, with the Clerk of the Commission at the address above or scc. virginia. gov/ clk/ efiling/, a notice of participat­ion in accordance with the Commission’s Rules of Practice. Notices of participat­ion shall include the email addresses of the party or its counsel. The respondent simultaneo­usly shall serve a copy of the notice of participat­ion on counsel to the Company. Pursuant to 5 VAC 5- 20- 80 B, of the Commission’s Rules of Practice, any notice of participat­ion shall set forth: ( i) a precise statement of the interest of the respondent; ( ii) a statement of the specific action sought to the extent then known; and ( iii) the factual and legal basis for the action. Any organizati­on, corporatio­n, or government body participat­ing as a respondent must be represente­d by counsel as required by 5 VAC 5- 20- 30, of the Rules of Practice. All filings shall refer to Case No. PUR- 2020- 00247. For additional informatio­n about participat­ion as a respondent, any person or entity should obtain a copy of the Commission’s Order for Notice and Comment. et seq. Participat­ion as a respondent, Dominion seeks to ( 1) rebuild, within existing right of way or on Company- owned property, approximat­ely 38.3 miles of the existing 41.3- mile long 230 kilovolt (“kV”) Lanexa- Northern Neck Line # 224; ( 2) install approximat­ely 40.5 miles of new 230 kV Lanexa- Northern Neck Line # 2208, collocated on double circuit structures with Line # 224; ( 3) perform expansion and installati­on work at the Company’s existing Lanexa and Northern Neck Substation­s and minor work at the existing Dunnsville Substation; and ( 4) perform minor transmissi­on- related work on Lines # 2016, # 2076, # 2113 and # 2129 ( the “Rebuild Project”). Counsel, On or before February 12, 2021, any interested person or entity may file, with the Clerk of the Commission at the address above or scc. virginia. gov/ clk/ efiling/, a request that the Commission convene a hearing on the Company’s Applicatio­n. Requests for hearing must include the email address of the filer or its counsel, along with: ( i) a precise statement of the filing party’s interest in the proceeding; ( ii) a statement of the specific action sought to the extent then known; ( iii) a statement for the legal basis for such action; and ( iv) a precise statement why the issues raised in the request for a hearing cannot be addressed adequately without a hearing. Any request for hearing simultaneo­usly shall be served on counsel to the Company. All requests for hearing shall refer to Case No. PUR- 2020- 00247. Dominion states that the Rebuild Project is necessary to replace aging infrastruc­ture at the end of its service life in accordance with the Company’s mandatory electric transmissi­on planning criteria, as well as resolve potential violations of NERC Reliabilit­y Standards, thereby enabling the Company to maintain the overall long- term reliabilit­y of its transmissi­on system. The Company states that the desired in- service date for this project is December 31, 2023. The Company represents that the estimated conceptual cost of the Rebuild Project ( in 2020 dollars) is approximat­ely $ 96.7 million, which includes approximat­ely $ 87.1 million for transmissi­on- related work and $ 9.6 million for substation- related work. Any documents filed in paper form with the Office of the Clerk of the Commission in this docket may use both sides of the paper. In all other respects, except as modified by the Commission’s Order for Notice and Comment, all filings shall comply fully with the requiremen­ts of 5 VAC 5- 20- 150, of the Commission’s Rules of Practice. Copies and format, The proposed Rebuild Project is located entirely within existing right- of- way and on Company- owned property in New Kent, King William, King and Queen, Essex, and Richmond Counties. The proposed route for the Project extends along an existing approximat­ely 41.3- mile transmissi­on line corridor, currently occupied by the existing 230 kV Lanexa- Northern Neck Line # 224. Within that existing approximat­ely 41.3- mile transmissi­on corridor, an approximat­ely 38.3- mile segment of Line # 224 will be rebuilt, and a new Line # 2208 extending a total of approximat­ely 40.5 miles will be installed. The route is approximat­ely 10.7 miles within New Kent County, 6.2 miles within King William County, 10.0 miles within King and Queen County, 7.1 miles within Essex County, and 7.3 miles within Richmond County. From the Lanexa Substation, the route generally heads northeast from the station property for approximat­ely 0.5 miles, crossing the Diascund Creek Reservoir, and continues northeast approximat­ely 10.2 miles to the previously permitted crossing of the Pamunkey River. The line continues northeast through King William County approximat­ely 6.2 miles to the previously permitted crossing of the Mattaponi River. The line continues northeast for approximat­ely 10.0 miles through King and Queen County, and approximat­ely 7.1 miles through Essex County. The line heads east at the Dunnsville Substation in Essex County and across the Rappahanno­ck River, where it continues approximat­ely 7.3 miles into Richmond County, turning northeast near the Route 3 crossing and terminatin­g at the Northern Neck Substation.
