Castle Hills voters reelected one City Council incumbent while ousting another councilman during the May 7 election.

Place 4 Councilman Jack Joyce received 63 percent of the votes cast to earn a second, two-year term on the Castle Hills City Council, beating Kim Wynn, who garnered 37 percent. Joyce tallied 665 votes to Wynn’s 390.

In Place 5, Beth Daines tallied 674 votes, or 65 percent, in ousting Councilman Douglas Gregory, who garnered 358 votes, or 35 percent.

“I’m absolutely delighted,” Joyce said. “Mrs. Wynn fought a good fight with her team, but fortunately the citizens decided to go with us and move our city forward. It really was a team effort that will be beneficial to our city.”

Joyce said his priorities are to continue projects for the improvement of streets and drainage in the city, making sure the city has competitive salary and benefits for all of its employees, including police officers and firefighters, completing the city’s comprehensive plan and starting its implementation and continue building the Castle Hills Business Association, so businesses can contribute more revenue to the city and provide the goods and services the city’s residents need.

Daines said her win over Gregory, who has served a total of 18 years on the council, showed that voters were ready for a change.

“I think they recognized I have the right experience and background to serve the city well and that I’m going to bring a fresh perspective and ideas to City Council,” Daines said.

Daines said she wants to continue the progress that has been made by the city on its street and drainage projects.

“I think the residents are very happy with the progress that is being made, and I want to keep the positive momentum going on those projects,” Daines said.

Daines, who was a project manager and strategic planner at AT&T, said her background in project and construction management will allow her to quickly understand what is involved in street and drainage projects and budgeting.

In addition, Daines said she would like to see Castle Hills put in parks in the southern and northern areas of the city, especially for families with children and senior residents who want to have more open places to walk.

City voters also overwhelmingly approved Proposition A by an 85 to 15 percent margin. The proposition allowed for the reauthorization and continuation of a local sales tax at one-fourth of one percent to continue providing funding for maintenance and repair of city streets.
