CARLSBAD
The Carlsbad City Council will meet at 6 p.m. Tuesday in council chambers, 1200 Carlsbad Village Drive, when it will consider a resolution authorizing an agreement with the U.S. Fish and Wildlife Service, California Department of Fish and Wildlife Service and the Center for Natural Lands Management to buy the remaining Gnatcatcher Core Area Conservation Credits, and authorizing an advance for this purchase from the General Fund for $1.1 million. The council will also hear an update on the implementation of the Real Estate Strategic Plan, the city’s Wireless Communication Facility license agreements, and acquisition of open space parcels. Carlsbad is seeking resident volunteers to fill several commission and committee vacancies, including on the Arts Commission (deadline is Monday), and others. DEL MAR
The public is invited to a workshop for the Housing Element Update at 9:30 a.m. Saturday at the Del Mar Civic Center Town Hall, 1050 Camino del Mar. City planners and consultants will provide information on the update, the housing obligations Del Mar faces under state law, and options for the city to meet state requirements. The council must approve the update by October. At the workshop, attendees can submit written comments on topics they feel should be in an environmental impact report.
ENCINITAS
The Encinitas City Council will meet at 6 p.m. Wednesday in council chambers, 505 S. Vulcan Ave., when it will introduce an ordinance banning the distribution of plastic bottled beverages, such as at events.
ESCONDIDO
Mayor Paul Mcnamara will deliver the 2020 State of the City address in partnership with the Escondido Chamber of Commerce at 8 a.m. Wednesday at the California Center for the Arts, Escondido. Doors will open at 7:30 a.m. for networking and coffee. The event is free, but please RSVP at bit.ly/2h6xdrk. The meeting will be videotaped and rebroadcast at 6 p.m. the following Sunday and Monday on Cox Channel 19 and AT&T U-verse Channel 99.
The city will hold a community workshop at 6 p.m. Thursday in the Mitchell Room at City Hall to discuss the city’s annual budget process, along with the Public Safety and Essential City Services Ballot Measure. OCEANSIDE
The Oceanside City Council will meet in closed session to discuss labor negotiations, real estate negotiations and litigation at 3:30 p.m. Wednesday in council chambers, 300 N. Coast Highway. In regular session at 5 p.m., the council will hear a report on its updated 2020 Legislative Platform; consider awarding a construction contract for $9.2 million to PCN3 Inc. for the construction of the Beachfront Improvements Project. The council will also hold a hearing on amendments of the Downtown Zoning Ordinance to provide for more commercial uses and streamlined review of such uses.
SAN MARCOS
The San Marcos City Council is scheduled to meet at 6 p.m. Tuesday at City Hall, 1 Civic Center Drive, when it will consider a resolution for project gap funding for Phase 1 of the Villa Serena II affordable housing development. Residents are invited to apply for the
San Marcos Citizens Academy. This free, six-session program is designed to help residents ages 18 and older learn about their city government. The academy will meet from 6 to 8 p.m. the third Tuesday of every month starting March 17. Meet council members, department heads and staff; learn how decisions are made, how funds are allocated and how departments operate; get information on topics such as plans for development, traffic, growth management, recreation, the environment and more; and visit city facilities. The community is invited to a meeting at 6 p.m. Wednesday at City Hall to get input on a new bike park feature at Bradley Park. The proposed bike park site will include up to 8 acres of undeveloped land in the southeast quadrant of Bradley Park, 1587 Linda Vista Drive. The meeting will allow residents to provide their ideas on what special features, such as pump tracks, flow tracks and jumps, they would like to have in the park design. SOLANA BEACH
The Solana Beach City Council will meet in closed session to discuss litigation at 5 p.m. Wednesday in City Council Chambers, 635 S. Highway 101. In regular session at 6 p.m., the council will discuss budget adjustments. It will hear an update on the 2019 Climate Action Plan and will consider an amendment to the 2017 Climate Action Plan. An ordinance will be introduced banning the sale and distribution of flavored tobacco products.
VISTA
The Vista City Council will meet in closed session to discuss litigation at 4:45 p.m. Tuesday in council chambers, 200 Civic Center Drive. In regular session at 5:30 p.m., the council will hear a presentation on its community survey results. The council will consider a zoning change for a 15-lot singlefamily residential subdivision north of Olive Avenue, between Winter Road and Granada Drive. The council will also discuss Councilman Joe Green’s request to provide a one-time payment of $15,000, and annual payments of $5,000, to the Vista Conservancy for cleanup and maintenance of private property that will be transferred to the conservancy.
