CARLSBAD

The Carlsbad City Council met in closed session Tuesday to discuss litigation. In regular session, the council discussed a request from Council Member Cori Schumacher that a review be initiated of several matters pertaining to the city police department: the reorganiza­tion that placed the Homeless Response Plan under the department; the city code that allows a council member or the mayor to serve, without pay, as a voluntary police officer; the city's use-of-force policy; and the city's de-escalation policy. The council deadlocked 2-2 on whether to institute the review. The council agreed to temporaril­y suspend the collection of fees for sidewalk café, outdoor display, and curb café permits. The council was also scheduled to meet in closed session Thursday.

POWAY

The Poway City Council met Tuesday for a hearing and approved a permit request to keep two large freight containers and add a third at the North Park Produce Market. Council member John Mullin discussed his request to seek proposals on affordable housing for several city-owned sites: Monte Vista, Twin Peaks and Big Stone Lodge. The proposals would have roughly half the units designed for developmen­tally disabled adults and the rest for veterans. The council agreed that the Twin Peaks and Stone Lodge sites would not be suitable, and asked staff to seek proposals for the Monte Vista site.

SCHOOL DISTRICTS SAN DIEGUITO

The San Dieguito Union High School District board met Aug. 27 in closed session to discuss labor negotiatio­ns and personnel. In regular session, the board held a public hearing on its Learning Continuity and Attendance Plan, and then heard an update on the reopening of school.

SOLANA BEACH

The Solana Beach School District met Aug. 27 to approve a Memorandum of Understand­ing with the Solana Beach Associatio­n of Support Profession­als. The board approved the execution of a quitclaim deed with Santa Fe Irrigation District to abandon an easement within the Solana Vista School property. The board then went into closed session to discuss negotiatio­ns.
