RESULTS CARLSBAD
CITY COUNCILS
The Carlsbad City Council met in closed session Tuesday to discuss property negotiations and litigation. The council agreed to settle one matter involving ADA improvements by making a payment of $17,500 and making two city parking lots accessible in four months and five others accessible within three years. In open session, the council heard a report on different options for citizen oversight of police departments and will discuss hiring a consultant to design a police oversight program for Carlsbad. The council agreed to hold four public meetings, one in each of the four districts, and bring back a report by March 2021.
DEL MAR
The Del Mar City Council met in closed session Monday to discuss litigation. In open session, the council approved a Housing Agreement Considerations Memorandum, with revisions, to continue looking at opportunities for affordable housing on the Fairgrounds property. The memorandum will be shared with the 22nd District Agricultural Association to solicit its support.
The council discussed its response to an Enforcement Letter from the California Department of Housing and Community Development for the city’s noncompliance with its 5th Cycle Housing Element. The council agreed to send a letter to the department with modifications and authorized staff to begin its 5th Cycle Program 2-G. The council also heard an update from the city attorney on the response to the North County Transit District petition sent to the Surface Transportation Board about fencing on the city bluffs. She noted that several railroads have filed documents supporting the Transit District’s petition.
ENCINITAS
The Encinitas City Council met Wednesday and approved an ordinance amending part of the city code on accessory dwelling units to comply with state regulations. The council also heard a report on initiatives and recommendations to increase building such units, such as streamlining the permit process or a grant and loan program.
ESCONDIDO
The Escondido City Council met in closed session Wednesday to discuss litigation. In open session, the council approved permits to develop a 42-unit condominium at 2608 S. Escondido Blvd. and to demolish an adobe (formerly Hacienda de Vega restaurant) classified as a significant historic resource. The council approved, 3-1, reducing campaign contribution limits for the mayor and council members. A 2 percent inflationary adjustment to fees for public facilities, park development, traffic impact and drainage facilities was discussed. An ordinance changing the process of choosing a deputy mayor was introduced. The council agreed to proceed with discussions about a 2015/2016 county grand jury report on citizen oversight of police conduct. Nathan Serrato was appointed to the Planning Commission.
OCEANSIDE
The Oceanside City Council met in closed session Wednesday to discuss property negotiations. In open session, the council approved an ordinance banning surfboards, boogie boards and the like with or without a foil and/or motor in the harbor. The council also heard a fourth-quarter financial status report and approved budget adjustments. The council agreed to apply for $4.5 million in grant funding for the Calhome program, which helps local public agencies and nonprofit developers give loans to first-time homebuyers.
POWAY
The Poway City Council met Tuesday and approved amending city code to extend outdoor dining opportunities during and after the COVID-19 pandemic, and to offer continued loan of the picnic tables for another 12 months. Councilman Barry Leonard requested a discussion to add Poway to a list of cities supporting actions to strengthen local control over land use, housing and zoning. The council also heard an update to its capital improvement program, which listed 39 completed projects at a cost of $53.8 million.
SCHOOL DISTRICTS
ESCONDIDO
The Escondido Union School District board met in closed session Thursday to discuss litigation and labor negotiations. In open session, the board heard an update on school reopening. That began Oct. 19 for grades 3-8 with in-person hybrid classes, completing the third phase of reopening.
FALLBROOK
The Fallbrook Union High School District board met Tuesday for a bond (Measure AA) update and project planning session.
SAN MARCOS
The San Marcos Unified School District board met in closed session Tuesday to discuss labor negotiations. In open session, the board appointed Kevin Holt, a former SMUSD superintendent, to serve as interim superintendent, replacing Tiffany Campbell, who decided to remain as assistant superintendent of instructional services. Vincent Christakos was appointed as consulting chief business officer, replacing Mark Shiel, assistant superintendent of business services. The board approved the 2020-21 School Plan for Student Achievement for Foothills High School. The school has been identified as eligible for Comprehensive Support and Improvement by the state of California. The board also reviewed two new board policies regarding COVID-19 mitigation plans and distance learning.
SOLANA BEACH
The Solana Beach School District board held a special meeting Thursday to discuss personnel and litigation. In open session, the board appointed Edgar Hererra as maintenance and operations supervisor.
VALLEY CENTER-PAUMA
The Valley Center-pauma Unified School District board was scheduled to meet in special closed session Friday to discuss labor negotiations, followed by an open session to hear an update on school reopening.
