Located a half-mile from the Mission San Luis Rey, the remaining Jones property is within the mission’s designated “historic area,” which requires the developmen­t to meet certain architectu­ral and design guidelines.

As a result, the new buildings will be in the Mission Revival style, with a horizontal layout, red clay roof tiles, white stucco, and arched entries.

Based on recommenda­tions from the city’s Design Review Committee, the architect added a prominent bell tower, and other towers and columns, more articulati­on to the north and east sides of the building, and other features.

The apartments will range in size from 454square-foot studios to 1,100square-foot, two-bedroom units on the upper three floors, with commercial space and common areas on the ground floor, and 287 parking spaces. The southern side of the property nearest Route 76 will have a retaining wall up to 15 feet 9 inches tall.

The only vehicular access to the developmen­t will be from Douglas Drive, which will get additional landscapin­g and trees.

City planners found the project conforms to Oceanside’s General Plan and zoning ordinance, so the Planning Commission’s approval is final.

The commission also considered a residentia­l developmen­t proposed for 11.5 acres along the San Luis Rey River at the corner of Frazee Road and Old Grove Road. That project needs General Plan and zoning amendments, so it will go to the City Council for final approval. The commission recommende­d approval on a 5-1 vote, with Commission­er Kyle Krahel opposed and Commission­er Susan Custer absent.

Krahel said he could not support the General Plan amendment while the city is working on a long overdue update of the citywide planning document.

That project, known as Rio Rockwell by Sheldon Developmen­t, would include 54 townhomes in 10 separate buildings and 50 single-family homes of three and four bedrooms.
