CITY COUNCILS ENCINITAS
CARLSBAD
The Carlsbad City Council met Tuesday to approve its election results and swear in new Councilmember Teresa Acosta and re-elected member Keith Blackburn. The council heard reports on actions and expenses related to the COVID-19 pandemic. An urgency ordinance regarding hotel employee recall rights was approved 4-1. The ordinance takes place immediately and requires hotels with 200 or more guest rooms to bring back workers who were furloughed or laid off because of the COVID-19 pandemic, rather than hiring replacements for lower wages.
DEL MAR
The Del Mar City Council met in closed session Monday to discuss litigation. In regular session, the council affirmed the results of the 2020 general municipal election and swore in re-elected Councilmember Dave Druker and newly elected members Tracy Martinez and Dan Quirk. Outgoing Councilmember Sherryl Parks and outgoing Mayor Ellie Haviland delivered final remarks. The council appointed Councilmember Terry Gaasterland as mayor and Councilmember Dwight Worden as deputy mayor.
The Encinitas City Council met in special session Tuesday to certify the city’s election results and to swear in re-elected Mayor Catherine Blakespear and reelected Councilmembers Tony Kranz and Kellie Hinze. Kranz was approved as deputy mayor. The council also met Wednesday in closed session to discuss litigation. In open session, the council introduced an ordinance proposing changes to city code and the Local Coastal Plan to implement recent changes to the state’s Density Bonus law and to add Planning Commission recommendations. The ordinance also included a housing program to provide an increased density bonus as an alternative to the 50 percent density bonus in Assembly Bill 2345. The council approved $75,000 in additional CARES funding to help small businesses.
ESCONDIDO
The Escondido City Council met Wednesday to certify election results and swore in new Councilmembers Tina Inscoe (District 2) and Joe Garcia (District 3). Councilmember Mike Morasco was sworn in as deputy mayor. City Treasurer Douglas Shultz was also sworn in.
SAN MARCOS
The San Marcos City Council met Tuesday to certify election results and swear in re-elected Councilmember Sharon Jenkins and newly elected Councilmember Ed Musgrove. The council held a hearing and approved the city’s climate action plan update. Funds from the Community Development Block Grant program were approved to be allocated for coronavirus funding.
SOLANA BEACH
The Solana Beach City Council met in closed session Wednesday to discuss litigation. The board also met later in the day to approve an agreement with Burke, Williams & Sorensen LLP for city attorney services designating Johanna N. Canlas as city attorney; to certify its election results; and swear in its re-elected and newly elected members, including Mayor Lesa Heebner and Councilmembers David Zito and Jewel Edson. In regular session afterward, the council appointed Kristi Becker as deputy mayor. The council reviewed the final draft of its 6th Cycle Housing Element Update and approved sending it to the state Housing and Community Development department. The council also approved its 2019/20 comprehensive annual financial report.
VISTA
The Vista City Council met in closed session Tuesday to discuss property negotiations. In open session, the council certified its election results and swore in re-elected Councilmember Joe Green and newly elected Councilmember Katie Melendez. Outgoing Councilmember Amanda Rigby was recognized for her service. The council held a hearing and approved a change to zoning code allowing rehabilitative mental health services in more areas of the city. They would include outpatient treatment and/or crisis intervention of less than 24 hours. Green was approved as deputy mayor. The council heard its first quarter financial report, and approved a request for a second loan of $200,000 to Operation Hope North County, a nonprofit shelter that helps homeless women.
SCHOOL DISTRICTS BONSALL
The Bonsall Unified School District board met Wednesday to review and approve its first interim budget report. The board also reviewed and approved its 2021 budget overview for parents.
CARLSBAD
The Carlsbad Unified School District board met in closed session Wednesday. In open session, the board denied a petition to renew a five-year charter renewal for Audeo Charter School II. The board also approved a 2020-21 budget overview and its first interim financial report. The board heard reports on the modernization project initial design for Valley Middle School; and an update on COVID-19 and instruction. The district’s schools are allowed to continue in-person instruction and to implement its phased reopening plan.

The Del Mar Union School District board met Tuesday and approved its first interim budget report and its budget overview for parents.
ENCINITAS
The Encinitas Unified School District board met Thursday and heard an annual report from the Proposition P Bond Citizen’s Oversight Committee. The board also reviewed its revised Learning Continuity and Attendance Plan for 2020-21. Dec. 15 was approved as the board’s organizational meeting date.
ESCONDIDO
The Escondido Union Elementary School District board met in closed session Thursday to discuss personnel, labor negotiations and litigation. In open session, the board held a hearing on the renewal of the charter for Epiphany Prep charter school; reviewed and approved its first interim financial report; and approved its budget review for parents. The board also heard a presentation on the COVID-19 pandemic. The district has temporarily suspended on-campus learning and has moved back to virtual hybrid learning.
OCEANSIDE
The Oceanside Unified School District held an emergency meeting Thursday to reinstate virtual learning for the elementary schools because of the new regional stay-at-home order in the COVID-19 pandemic, effective Monday. The board will also delay the return to in-person instruction for the secondary program until the county returns to the red tier. Free curbside meal service will continue during virtual learning.
POWAY
The Poway Unified School District board met in closed session Thursday to discuss labor negotiations. In regular session, the board approved its first interim financial report, and its 2020-2021 budget overview for parents. The board also heard a presentation on a plan to issue shortterm Tax Revenue Anticipation Notes until the state can pay deferred funds to school districts. The district would need to borrow between $20 million and $25 million.

The Solana Beach School District board met in closed session Thursday to discuss litigation and personnel. In open session, the board heard an update on student well-being and performance, and on the Onsite and Online Scholars models, as well as on the continual phase-in of more students for Onsite Scholars. The board also approved its 2020-2021 first interim financial report.
