CITY COUNCILS DEL MAR
CARLSBAD
The Carlsbad City Council met Tuesday for a hearing on the 2021-22 funding plan and distribution of the notice of funding availability for the Community Development Block Grant Program, which was approved. The council discussed the Veterans Memorial Park Master Plan Report, approved the concept and directed staff to proceed with the necessary environmental permits and plans. The park is near Faraday Avenue and Cannon Road. The council also heard a report on actions and expenses related to the COVID-19 pandemic. Staff was asked to bring back an item on the enforcement of
encampment clearings.
The Del Mar City Council met in special closed session Monday to discuss litigation. In open session, the council approved creating a legislative subcommittee. The council also discussed a special election or other alternatives related to the referendum seeking to repeal Ordinance 973, which changed zoning in the North Commercial area. The council agreed to have Mayor Terry Gaasterland and Councilmember Dave Druker negotiate with the referendum proponents on withdrawing the referendum, and directed staff to return with a report on March 15. The council was also scheduled to meet at 9:30 a.m. Saturday.
ENCINITAS
The Encinitas City Council met Wednesday
in special session to review and adopt its homeless action plan, including recruiting a housing manager. The council also met in regular session to interview applicants to fill the District 3 City Council vacancy. Joy Lyndes, a professional landscape architect and former Encinitas Environmental Commissioner, was appointed on a 3-1 vote. The council reviewed and approved the selection of “Power 100” (renewable power) as the default electricity service for San Diego Community Power customers within the city. Phase 1 will start next week with 50 percent renewable power. The council approved the city manager putting into effect an emergency cap of 15 percent on fees charged to restaurants by delivery services, and directed staff to also bring back an ordinance to that effect.
ESCONDIDO
The Escondido City Council canceled its meeting scheduled for Feb. 24.
OCEANSIDE
The Oceanside City Council met in closed session Wednesday to discuss litigation and labor negotiations. In open session, the council held a hearing on an operation plan for the El Corazon Aquatics Center. The board approved an option to keep the Brooks Street Swim Center open and proceed with funding and staffing for the new aquatics center opening later this year at El Corazon Park.
SAN MARCOS
The San Marcos City Council canceled its meeting scheduled for Feb. 23.
SOLANA BEACH
The Solana Beach City Council met in closed session Wednesday to discuss litigation. In regular session, the council approved revised appropriations in the 2020/21 budget and reviewed and accepted its quarterly investment report.
VISTA
The Vista City Council met Tuesday to discuss the Vista Economic Development Strategy. The report included a “Top 8” list of priority or target industries: biopharmaceuticals, medical devices, information technology, aerospace/defense, distribution and electronic commerce, education, food/beverage processing and entertainment/arts. Potential strategies include positioning downtown as a regional entertainment/arts center, increasing coordination with education/workforce partners, and emphasizing Vista as a business-friendly city. The council agreed to implement the
strategy.
SCHOOL DISTRICTS DEL MAR
The Del Mar Union School District board met in closed session Wednesday to discuss litigation, labor negotiations and personnel. In open session, the board held a hearing and approved the reopening proposals for the 2019-2022 contract with the Del Mar Classroom Teachers Association. The board authorized the superintendent to comply with a writ of mandate regarding the Del Mar Heights build project. The board also heard reports on planning for the next school year, on two major building projects, and on primary classroom modernization.
