ESCONDIDO

The Escondido City Council will meet in closed session at 4:30 p.m. Wednesday to discuss litigation, personnel and property negotiation. The address will also be available for viewing afterward at escondido.org/ meeting-broadcasts. The council will hold a workshop outlining strategies and efforts to remedy homelessness and transiency in the city. A proposal from Councilmember Tina Inscoe about campaign funds is also on the agenda. The city requires that surplus funds in local campaign accounts be relinquished at the end of the election season. This prohibits a carry-over of surplus funds into a candidate’s next local campaign, thus giving the candidate a head start over competitors. The ordinance applies to a “person,” and the definition of “person” includes entities such as firms, partnerships, joint ventures, companies, corporations and political action committees. Inscoe is requesting that the council consider excluding “Political Party Committee” from the definition of “person.”
