CITY COUNCILS DEL MAR
The Del Mar City Council will meet in closed session at 2:15 p.m. Monday to discuss property negotiations, litigation and personnel. The council will then meet in special session at 4:30 p.m. for public hearings on encroachment permits and on extending Covidrelated business assistance efforts, such as temporary signage. The council will also discuss a letter to the Winston School regarding its lease with the city.
ESCONDIDO
The Escondido City Council will meet in closed session at 4:30 p.m. Wednesday to discuss litigation, personnel and property negotiation. The 2021 State of the City will take place at 6 p.m. as part of the regularly scheduled virtual City Council meeting. Mayor Paul Mcnamara will review how Escondido has faced the challenges of 2020. The address will also be available for viewing afterward at escondido.org/ meeting-broadcasts. The council will hold a workshop outlining strategies and efforts to remedy homelessness and transiency in the city. A proposal from Councilmember Tina Inscoe about campaign funds is also on the agenda. The city requires that surplus funds in local campaign accounts be relinquished at the end of the election season. This prohibits a carry-over of surplus funds into a candidate’s next local campaign, thus giving the candidate a head start over competitors. The ordinance applies to a “person,” and the definition of “person” includes entities such as firms, partnerships, joint ventures, companies, corporations and political action committees. Inscoe is requesting that the council consider excluding “Political Party Committee” from the definition of “person.”
POWAY
The Poway City Council will meet at 7 p.m. Tuesday to hear a report on general fund financial results, COVID-19 economic impacts and a long-range forecast. The council will also review an update on solid waste regulations. A closed session will follow to discuss personnel.

SCHOOL DISTRICTS SAN MARCOS
The San Marcos Unified School District board will meet in closed session to discuss litigation and personnel at 4:30 p.m. Tuesday. In open session at 6:30 p.m., the board will hear a presentation from the Parent Institute for Quality Engagement. The board will also discuss a resolution confirming its commitment to anti-racism and equitable practices; and will consider increasing substitute teacher pay to $165 daily rate, $180 daily rate for assignments longer than 21 days.
VALLEY CENTER-PAUMA
The Valley Center-pauma Unified School District board will meet in closed session at 5:30 p.m. Thursday to discuss personnel and litigation. In open session at 6 p.m., the board will discuss the MCAP (Multilingual California Project) agreement with the San Diego County Office of Education. The board will also discuss establishing a fund to be known as the Student Activity Special Revenue Fund.
VISTA
The Vista Unified School District board is scheduled to meet in closed session at 5:15 p.m. Thursday and in open session at 6 p.m.
