CITY COUNCILS
CARLSBAD
The Carlsbad City Council met Tuesday and approved amendments to its code regarding campaign contributions. The council also approved amendments to its 2021-2029 General Plan Housing Element update, including adding a smoke-free ordinance for multifamily housing and removing the Ponto property. An acceptable site within the same quadrant would be substituted. The council also approved city franchise agreements for recycling, organics and solid waste collection and organic materials processing with EDCO Disposal Corporation and Allied Waste Services.
DEL MAR
The Del Mar City Council met in closed session Monday to discuss litigation. In open session, the council voted to give final approval to ordinances that would establish the Housing Element Implementation Overlay Zone and the 5th Cycle Housing Element Program 2G. Certification by the California Coastal Commission is now required before the ordinances can take effect. The council discussed the final consideration of an agreement with the Del Mar Hillside Community Group to withdraw the referendum against council ordinance 973. The council agreed to hold further discussions on a fire evacuation plan and other details and then to bring the matter back at the April 19 meeting. Greg Rothnem and Tina Thomas were appointed to the Design Review Board, and Philip Szymanski was appointed to the board as a nonvoting member.
ENCINITAS
The Encinitas City Council met Wednesday and approved resolutions repealing the city’s 2013-2021 Housing Element and adopting new text comprising the 2021-2029 Sixth Cycle Housing Element update to the general plan. Staff will also return with ordinances to repeal density bonus regulations and to repeal an ordinance on group homes and sober living facilities.
ESCONDIDO
The Escondido City Council met in closed session Wednesday to discuss litigation and labor negotiations. In open session, the council approved the hiring of Sean Mcglynn as the new city manager. Staff presented a report on Daley Ranch Mitigation Bank Credits (fees paid by developers that go to preserve and maintain habitat in other areas), including what the city was doing to market and/or promote the credits, which bring in revenue. The council heard an update on the American Rescue Plan Act, signed in March, which is aimed at supporting relief and economic recovery efforts. Escondido will get an estimated $45 million grant to be used by 2024. An ad hoc subcommittee of Councilmembers Joe Garcia and Consuelo Martinez was created to study housing. The council approved an agreement for a grant from the U.S. Soccer Foundation to fund two mini-pitch/futsal courts in Washington Park.
OCEANSIDE
The Oceanside City Council met in closed session Wednesday to discuss litigation. In open session, the council approved an emergency six-month motel voucher program and an anti-camping ordinance to assist homeless people to find shelter and services. The council also approved permits to allow Buddiez, a medical cannabis manufacturing and distribution facility, at 2949 San Luis Rey Road; and Left Coast, a medical cannabis distribution facility, at 1629 Ord Way.
POWAY
The Poway City Council met Tuesday. and heard a presentation on a proposed 20-home subdivision on a 4.77-acre parcel at 13667 Twin Peaks Road. The subdivision will have one affordable home. The council suggested a traffic survey be done for the project. The council held a workshop discussing the Poway Center for the Performing Arts and decided to proceed with a feasibility study on fundraising.
VISTA
The Vista City Council canceled its workshop session scheduled for April 6.
