Offer incentives to help countries in need

Re “March border crossings reach 15-year high, data shows” (April 3): One possible solution to the seemingly intractabl­e illegal immigratio­n problem is to reward companies that open factories in Central America, possibly with tax breaks or other incentives. This job-creating initiative would encourage economic developmen­t in such countries and thereby reduce emigration from them.

Clothes could be made in El Salvador rather than Bangladesh. Also, the U.S. could sanction countries that violate human rights — e.g., stop importing bananas from Honduras.
