O’SIDE’S SANCHEZ MAY FACE RECALL

Notice filed, but rejected; council member could be second facing such effort

A recall campaign appears to be under way for a second Oceanside City Council member, Esther Sanchez, citing her “inability to work with her peers” and her longstandi­ng opposition to legalized cannabis.

Proponents of the recall turned in a notice to the City Clerk’s Office this week, but the city rejected the notice on a technicali­ty.

The problem was that no affidavit was provided to verify Sanchez had been served with the notice, said City Clerk Zeb Navarro. Recall proponents can serve their recall candidate in person or by certified mail, but either way the service must be verified with an affidavit. The Sanchez notice included only a receipt for certified mail, which was insufficie­nt.

“They will need to refile and reserve,” Navarro said. “They have to start again at the beginning.”

An organizer of the Sanchez recall effort, Gloria Ryan, had not replied to questions by late Thursday afternoon.

A similar glitch occurred in November when residents turned in a recall notice for District 2 Councilman Christophe­r Rodriguez. In that case, one of the 20 required signatures on the notice had the wrong address, the result of a recent move to a new address within the district. The proponents re-submitted their notice, it was accepted, and they are now collecting signatures to place the recall on the ballot. The Rodriguez recall is based primarily on his support for the 585home North River Farms developmen­t in his district. He was elected to his first term in November 2018.
