S.D. County is outlier in jail deaths

A new report by the U.S. Department of Justice’s Bureau of Justice Statistics shows inmate deaths and mortality rates in jails declined nationally and in California from 2015 through 2016, the latest data available. But in San Diego County, deaths behind bars and the mortality rate rose.
