The San Diego Union-tribune recently sent survey questions to Democratic incumbent Rep. Juan Vargas and his Republican challenger, Juan Hidalgo Jr., candidates for the 51st Congressional District, which includes the southern portion of San Diego County and all of Imperial County. Below are responses from Vargas. Hidalgo didn’t return answers.
